The People’s Pledge: Term Limits, No Pay During Shutdowns, and No More Insider Trading

The Issue

For too long, Congress has operated by a different set of rules than the rest of us. When they fail to pass a budget, millions of Americans suffer — but they still receive full pay, full benefits, and even back pay. Federal workers face missed paychecks. Contractors lose income permanently. Families fall behind on rent, bills, and credit. And Congress faces zero consequences for the chaos they created.

That is no longer acceptable.

Almost everyone — Republicans, Democrats, and Independents — agrees on three basic truths:

Congress should not be allowed to build lifetime careers in office — term limits are essential.
Congress should not get paid when they shut the government down.
Congress should not be allowed to profit from insider trading or private stock deals using information the public doesn’t have.
These are bipartisan issues. They’re fairness issues. They’re trust issues.

On top of that, nearly 45 members of Congress have already announced they’re not seeking reelection in 2026, creating a rare moment of political turnover. This is the perfect time for the American people to demand real commitments from the next Congress before they take office.

That is why I’m launching The People’s Pledge — a simple, powerful promise every candidate must sign:

Support and vote for term limits.
Support and vote for no pay, no back pay, and no benefits for Congress during any shutdown.
Guarantee that no federal employee or contractor suffers loss or interruption of pay due to a shutdown.
Ban insider trading and all stock decisions tied to non-public government information.
Commit to the Constitution, represent constituents first, and keep every bill to one issue at a time.
This is a long-term movement — not a one-time petition. We will apply constant, relentless public pressure every election cycle. If they refuse to sign or break the pledge, they should resign or be replaced.

The American people are the government. Without us, there is no them.
