Punish cruelty against animals harder

The Issue

Cruelty against animals is often dismissed in the court of law due to outdated and ineffective penalizes, in which no jail time is sentenced even for the cruelest of criminals. In the 59th section of the Law for Protection of Animals of Latvia, it is stated that the most drastic measure of punishment is a monetary fine of up to 2000€, which cannot be accepted as enough. 

People that are cruel against animals physically should be fined more, and in cases when such actions result in injury or death of an animal, jail time should be involved. The only real kind of conviction that would result in an actual effect on the people that do such cruel acts is being imposed a jail sentencing.

Nowadays such criminals are easier to catch and convict due to security cameras and eyewitnesses, thus helping discover the actual severity of cruelty against animals in Latvia. We should take a stand against these offenders walking away from their crimes against those who are unable to protect themselves with just monetary fines.
