"Every healthy, treatable animal will find a forever home" has been a success thanks to your continued support. You were an instrumental part in establishing the first Oahu SPCA and the largest animal shelter in Hawaii based on a “no-kill” philosophy."

The above statements are the mission of the Oahu SPCA. They have stood firmly by that mission since the very beginning, 10 years ago. So much so that very ill and/or already dying animals were not given the courtesy of humane euthanasia. Being the only "No-Kill" shelter on the island of Oahu, the Oahu SPCA had been known for taking in the hard cases; Neglected, abandoned and abused pets from all walks of life. They were proud of their "Rescue and Rehabilitate" philosophy. The especially gratifying adoptions were when special needs animals found their perfect forever family.
The Oahu SPCA followed these guidelines until March 21, 2019. The week of March 21, 2019, the Oahu SPCA deemed two long term (and very loved) dogs officially unadoptable and made the choice to euthanize them.
They have since changed their mission to state, "The Oahu SPCA is a "no-kill shelter," meaning that we do not euthanize because of lack of time or shelter space. The only time euthanasia is even considered is for animals who are in pain with untreatable illness, terminally ill, or even after behavioral modification therapy and medical treatment are still considered to be too dangerous to be around humans and other animals."
Their reasoning? Initially, the Oahu SPCA claimed these dogs were both suffering from arthritis. When confronted by the public with the discrepancies of this claim, the Oahu SPCA then changed their response. Saying that after repeated rehabilitation attempts over the years, the dogs were unadoptable. Due to their "behavioral issues" their arthritis was considered untreatable.
Mama Mia (a lab mix) and Nikki (a german shepherd mix) both lived at the Oahu SPCA for over 5 years. They never received professional rehabilitation or training. Not only did they not receive proper rehabilitation, but OSPCA's vet staff and shelter management never even bothered to get to know them. Thanks to hardworking, selfless and dedicated volunteers they were able to make amazing progress over the years. How did the Oahu SPCA thank these volunteers? By banning them when they spoke up in an animals best interest.
The day they were scheduled to be euthanized, a long term volunteer came forward to adopt Mama Mia in a last ditch effort to save her life. She was denied. On March 22nd, 2019, Mama Mia and Nikki were unnecessarily euthanized by the shelter that promised to take care of them either for the rest of their lives or until they found their forever homes.
This very sad situation has become the final straw among other negligence and corruption performed by the Oahu SPCA Board of Directors and management throughout the years.
From its founding in 2009, the OSPCA has described a need for a permanent home and attempted to raise funding for it. There were always stories, none with any specifics, about the new location. In January 2014, while the OSPCA was operating out of the Aloha Petroleum site in Campbell Industrial Park, OSPCA submitted an application to the State Legislature $350,000 for "funding for a new facility on property it is purchasing in Windward Oahu."
In December 2014 OSPCA signed an Agreement of Sale with a landowner in Kahalu'u to purchase three parcels of land totaling about 2 acres. These parcels are located along Kamehameha Highway just North of Waihe'e Road. OSPCA agreed to pay $1,060,000 for the land and made a down payment of $160,000. OSPCA agreed to make payments of $3,000 a month and then pay off the remaining balance within 2 years. OSPCA failed to live up to either of these promises. When OSPCA did not make the monthly payments, it appears that the landowner was unable to continue to make the mortgage payments on the underlying property. The landowner fell behind in the mortgage payments and the lender filed for foreclosure in January this year.
The foreclosure Case Title is ACM Investor Services vs Emalet T. Mokofisi Trust. ACM is the lender and Mokofisi Trust is the landowner. There are three additional parties named as defendants:
1. The OSPCA, because they have a legal interest in the land by way of the Agreement of Sale.
2. The City and County of Honolulu, because there are substantial unpaid taxes and civil fines related to the unpermitted construction on the land.
3. First Hawaiian Bank, possibly because the OSPCA took out a mortgage using the parcels as collateral.
You can follow the progress of the case in the Hawaii State Judiciary's web page Ho'ohiki, Case Number 1CC191000065. Right now it looks like the attorneys are still exchanging documents. It is interesting to note that the landowner's attorney has filed a cross-claim against the OSPCA. A court date for a trial has not been set and it is quite possible that the case will be settled without a trial.
For 10 years the Oahu SPCA has fund-raised with the goal of opening this new and better shelter. Thousands of dollars have been raised to fulfill that goal but there is nothing to show from it. The current shelter building and clinic have received almost nothing from the mass amount of monetary donations OSPCA has received over the last few years. Donations to include over $80,000 raised at an annual event that was held in June 2018, where the clinic was promised new medical equipment that they never received.
We are a group of 50+ former/current volunteers and former/current employees. We want the Oahu SPCA to be held accountable for their actions!
First and foremost, we are requesting a financial audit be done by a 3rd party auditor. The public and donors deserve to know where their generous donations have been going if not to the current shelter or towards the future shelter that is now in foreclosure.
Secondly, in Mama Mia and Nikki's honor we are calling for the resignation of the following staff members: The executive director, The lead veterinarian that performed the euthanasias, and the shelter manager. These staff members will not be called out by name because they know who they are and this is not a witch hunt or personal attack on any of them. They each had a hand in the unfortunate deaths of our friends, Mama Mia and Nikki. We fear for the lives of other current and future special needs animals and long term residents of OSPCA with these staff members still under employment.
Ultimately, we do not want the Oahu SPCA to be shut down. Upon my employment I was told that they just wanted a fresh pair of eyes to come in and help make some necessary changes to my position. We believe that the Oahu SPCA has the potential to be something really amazing. This island needs and deserves this critical resource for animal welfare. They just need fresh eyes to go in and make necessary changes for the greater good of the organization and the animals in their care. In the end, we're all in it for the animals. Biases and egos need to be set aside. Oahu's animal shelters need to do and be better.

In January 2014, while the OSPCA was operating out of the Aloha Petroleum site in Campbell Industrial Park, OSPCA submitted an application to the State Legislature $350,000 for "funding for a new facility on property it is purchasing in Windward Oahu."
In December 2014 OSPCA signed an Agreement of Sale with a landowner in Kahalu'u to purchase three parcels of land totaling about 2 acres. These parcels are located along Kamehameha Highway just North of Waihe'e Road. OSPCA agreed to pay $1,060,000 for the land and made a down payment of $160,000. OSPCA agreed to make payments of $3,000 a month and then pay off the remaining balance within 2 years. OSPCA failed to live up to either of these promises. When OSPCA did not make the monthly payments, it appears that the landowner was unable to continue to make the mortgage payments on the underlying property. The landowner fell behind in the mortgage payments and the lender filed for foreclosure in January this year.
The foreclosure Case Title is ACM Investor Services vs Emalet T. Mokofisi Trust. ACM is the lender and Mokofisi Trust is the landowner. There are three additional parties named as defendants:
1. The OSPCA, because they have a legal interest in the land by way of the Agreement of Sale.
2. The City and County of Honolulu, because there are substantial unpaid taxes and civil fines related to the unpermitted construction on the land.
3. First Hawaiian Bank, possibly because the OSPCA took out a mortgage using the parcels as collateral.
You can follow the progress of the case in the Hawaii State Judiciary's web page Ho'ohiki, Case Number 1CC191000065. Right now it looks like the attorneys are still exchanging documents. It is interesting to note that the landowner's attorney has filed a cross-claim against the OSPCA. A court date for a trial has not been set and it is quite possible that the case will be settled without a trial.
For 10 years the Oahu SPCA has fund-raised with the goal of opening this new and better shelter. Thousands of dollars have been raised to fulfill that goal but there is nothing to show from it. The current shelter building and clinic have received almost nothing from the mass amount of monetary donations OSPCA has received over the last few years. Donations to include over $80,000 raised at an annual event that was held in June 2018, where the clinic was promised new medical equipment that they never received.
We are a group of 50+ former/current volunteers and former/current employees. We want the Oahu SPCA to be held accountable for their actions!
First and foremost, we are requesting a financial audit be done by a 3rd party auditor. The public and donors deserve to know where their generous donations have been going if not to the current shelter or towards the future shelter that is now in foreclosure.
Secondly, in Mama Mia and Nikki's honor we are calling for the resignation of the following staff members: The executive director, The lead veterinarian that performed the euthanasias, and the shelter manager. These staff members will not be called out by name because they know who they are and this is not a witch hunt or personal attack on any of them. They each had a hand in the unfortunate deaths of our friends, Mama Mia and Nikki. We fear for the lives of other current and future special needs animals and long term residents of OSPCA with these staff members still under employment.
Ultimately, we do not want the Oahu SPCA to be shut down. Upon my employment I was told that they just wanted a fresh pair of eyes to come in and help make some necessary changes to my position. We believe that the Oahu SPCA has the potential to be something really amazing. This island needs and deserves this critical resource for animal welfare. They just need fresh eyes to go in and make necessary changes for the greater good of the organization and the animals in their care. In the end, we're all in it for the animals. Biases and egos need to be set aside. Oahu's animal shelters need to do and be better.
