The Leaking Generally Landfill, Franklin County, MO
The Issue
The abandoned Generally Landfill in Franklin County, Missouri is leaking leachate and threatening the Meramec River. The site is located on Generally Road, off Highway TT in Saint Clair.
The landfill site has been neglected. Storm water erosion is causing large crevices to form, exposing garbage and allowing leachate to escape. Leachate has been reported to have appeared on the adjacent private farm in Moselle. The leachate is suspected to be entering the creek along Moselle Road and flowing directly into a wetland oxbow of the Meramec River.
There is no landowner or responsible party to hold liable. The County has attempted to sell the land, however the property carries a negative value due to the environmental violations that must be enforced. The only solution is for Franklin County to take possession of the land and accept responsibility on behalf of the public.
What can be done with an old landfill?
This petition seeks to influence Franklin County Government to build a large action sports park on the site. The County can apply for funding through the Outdoor Recreation Lagacy Program (ORLP) grant. The ORLP is a federally funded grant offering up to a $15 million dollar match for the creation of a new park.
Franklin County citizens are in need of more access to action sports such as freestyle BMX, pump tracks, skateparks and mountain bike trails. Action sports parks are inexpensive to maintain (as compared to traditional sports) and work to benefit the site by capping the land with hard surfaces and controlling stormwater. The site is located approximately 15 minutes from I-44 and will draw visitors from across Franklin County, the State of Missouri, and even the United States. A large action sports park could be used for live events and competitions. Action Sports are a healthy option for physical activity, mental health, and reducing screen time.
This landfill will require a very expensive remediation that will COST FRANKLIN COUNTY TAXPAYERS! The erosion issues and leachate leaks will only get worse. The longer the government is allowed to do nothing, the more pollution is allowed to escape into the Meramec River. Robertsville State Park, The Pacific Palisades, Route 66 State Park, Castlewood State Park, and George Winter Park are all downstream from the Generally Landfill. The Missouri American Water intake is downstream from Generally Landfill. Can Franklin County afford a potential class action lawsuit for allowing leachate to pollute a river that supplies water to thousands of Missouri residents?
