The Killarney Mall must move the taxi rank off our streets or face boycott

The Issue

We, the Residents of Killarney-Riviera are appalled by the continued failure by the Killarney Mall to create parking, ablution facilities and hawking areas, as is required by S36(6) the City of Joburg Land Scheme of 2018, for the taxis used primarily by the employees and customers of the Killarney Mall. As a result of this on-going failure to comply with municipal requirements, the surrounding streets are now home to a variety of illegally parked taxi’s, illegal hawkers, gamblers, public drinkers, and people urinating in full view of anyone walking past, in total disregard for the laws, by-laws and regulations. This is making our suburb a undesirable and unsafe area to be in. It is causing a serious deterioration of our quality of life, and of our property values.

The residents of Killarney-Riviera are calling on the owners of the Killarney Mall to communicate their plan within 90 days for complying with the municipal taxi requirements in (S36(6) OF THE CITY OF JOHANNESBURG LAND USE SCHEME 2018) which state that a mall must provide a taxi rank, ablution facilities, and hawking facilities inside their premises. This needs to include a firm commitment, clear plans and reasonable time-frames to build a taxi rank. This plan must be communicated in writing via either a public notice or an email to the New Killarney Residents Association (NKRA). We are unwilling to wait for the mall to undergo a revamp, and insist that the mall respects the community, and takes responsibility for the effects of its presence.

If the residents of Killarney-Riviera do not receive a satisfactory response within 90 days, we will be boycotting the mall and communicating this to the malls anchor tenants. We refuse support an entity that disrespects our community. 

The residents of Killarney also call on the Killarney Mall, JMPD, and SAPS to enforce the by-laws in our community by permanently removing the hawkers and loiterers that have taken over Killarney Avenue, 1st Street and 2nd Street. We no longer have the ability to walk our streets safely, and are exposed to public drinking, public urination, and disturbance of our peace.
