Amend the rules of registration to only allow puppies to be KC registered if their parent's have undergone the minimum health tests applicable to the breed as set out by the Assured Breeder's Scheme.
The Issue
When members of the public are looking to purchase a puppy, quite often they will look for one that is Kennel Club (KC) registered, they see it as a sign of a well-rounded, healthy puppy that is "superior" because it is pedigree. The KC is seen as a quality benchmark in the canine world.
Currently, any litter of puppies can be registered with the KC, as long as their parents are KC registered themselves, regardless of whether those parents have undergone appropriate health tests or not.
This essentially means that back yard breeders and even puppy farmers can KC register their puppies and demand a higher retail price, whilst the public are duped into thinking they have purchased a healthy dog.
At the moment, only Assured Breeders are required to health test, this needs to be extended to ALL people who wish to KC register a litter of puppies.
I would like to petition the KC to amend their rules of registration, to make it compulsory that parent dogs receive at least the minimum health test requirements for their breed, prior to a litter being registered.
This will mean that when members of the public buy a KC registered dog, they will know they are buying one of sound breeding free from debilitating hereditary illnesses.
