The Josephinians speak out against Bishop Precioso Cantillas

The Issue

We have had enough of Bishop Cantillas in our alma mater, our dear Saint Joseph College! 

· Unlawful increase of tuition fee / miscellaneous fee from the previous monthly payment of P1,000 to the school-mandated increase of P1,500 a month without proper consultation in accordance with RA 6728.

· Arrogant display of power when he personally affronted parent/s who wrote a letter to the PTA presidents in a special meeting. It is during one of the meetings that the bishop allegedly said in a zest that he will convert the school to formation centers or commercial establishments in the event of decrease in enrollment. This is a glaring display of arrogance and insensitivity to the plight of the teachers and the students.

· Tactless reasoning of the school administrators by telling the parents to enroll their children in other schools if they can not afford to pay.

· Illegal house-to-house signature campaign of SJC elementary teachers by letting the parents or guardian whoever is at the house to sign in a sheet of paper with a heading of “ATTENDANCE.” Whether it is for PAASCU or the so-called attendance/ approval of the increase, this is not ethical.

· Disparity of the salary of the teachers, who are measly paid with P12,000 a month resulting to resignations or “brain drain”, and the bishop gets an honorarium of P60,000 a month plus the stipend he gets ranging from P5,000 to P15,000 per mass depending on the occasion.

· Rough presentation of financial statements (FS) showing deficits in millions for 2 or more years for the SJC elementary and high school departments. The FS was presented to justify the increase, and yet, the bishop refused to give a copy to the PTA, which is a violation of RA 6728.

· Conversion of the SJC high school premises to commercial buildings. The school premises now houses commercial banks MetroBank and ChinaBank; government offices (DTI and the BIR), pawnshop, snack bars and mini stores. That these improvements are not leading towards academic or holistic development of the students and these put them at risk since the classrooms are located at 3rd and 4th floor of the said commercial building without credible fire exit plans.

· In the school year 2011-2012, the high school students were made to contribute or donate for P500 a year for the completion of the building, which was later known that the said building was built as a BOT offer from Chinabank. That the contribution plan was automatically carried-over for the school year of 2012-2013 and has no definite year when will it stop.

· Tearing down of our school historical landmarks specifically the High School stage which resulted to intense protest and objections expressed on Facebook social media from alumni all over the world. 

· Evident display of power meant to scare off the social media when Fr Oscar Cadayona, SJC VP for Academics and executive pastor of Maasin City Cathedral, reported and submitted to the local police the print-outs of the dissenting comments from the members of the Facebook social media that has gone viral.

That the bishop does not focus on the development of the students as practitioners of the Catholic faith.  A Catholic Diocesan school is where the leaders, teachers and students are required to focus on four fundamental rules initiated by the Church and school. This includes the Catholic identity of the school, education in regards to life and faith, celebration of life and faith, and action and social justice. That while Bishop Cantillas is still the president of the Saint Joseph College and the bishop of the Diocese of Maasin, the school is not committing to its Vision “to build a Christian community through quality integral education and form authentic Christians who live their faith through humble service and simplicity of life.”
