 A Petition to the United States Congress to Protect Our Children, Strengthen Communities, and Stop the Cycle of Youth Violence

To the Members of the United States Congress:

We, the undersigned, respectfully call upon Congress to take meaningful action to address the growing crisis of youth violence affecting children, families, and communities across America.

No parent should have to bury a child. No family should have to live with unanswered questions. No community should have to accept violence against its children as normal.

Across the United States, families are experiencing the devastating impact of youth violence. Children are losing their lives, communities are grieving, and families are left searching for justice, answers, and support.

Remembering Jaleeyah “Lee Lee” Tune

Jaleeyah “Lee Lee” Tune was a 7th grade student from Goldsboro, North Carolina, whose life was tragically taken just days before Christmas in 2025.

According to prosecutors, Jaleeyah was allegedly ambushed while walking home by three teenagers with alleged gang ties. The teens have been charged with first-degree murder and conspiracy, and two are being prosecuted as adults.

Behind every headline was a child with dreams, a family who loved her, and a community forever changed by her loss.

Jaleeyah “Lee Lee” Tune was more than a news story. She was a daughter, a student, a friend, and a young life filled with possibility. Her story represents the urgent need to address youth violence before more families experience the same unimaginable pain.

The Foundation: Jaleeyah’s Law

In North Carolina, the movement for change began with Jaleeyah’s Law, created in response to the need for stronger action, greater awareness, and better protections for children and families affected by violence.

Jaleeyah’s Law represents an important message:

Our children deserve protection. Our families deserve support. Our communities deserve solutions.

However, violence affecting children does not stop at state borders.

That is why we are calling for a national effort.

Our Lives Matter: A National Call to End Youth Violence 

The Jaleeyah Tune Act will build upon the important conversations started by efforts like Jaleeyah’s Law and create a nationwide commitment to preventing youth violence, protecting children, supporting families, and strengthening communities.

This legislation would recognize that protecting children requires more than responding after tragedy occurs. It requires prevention, accountability, resources, and a commitment to creating safer communities for every child. 

We Call on Congress To:

1. Establish a National Youth Violence Prevention Strategy

 Congress should invest in programs that address youth violence through:

* Mentorship and leadership opportunities for young people. 

* Community-based violence prevention initiatives.  

* Safe after-school programs and youth development resources.

* Mental health support and early intervention services.

* Partnerships between schools, families, community organizations, and public safety agencies.

2. Strengthen Protections and Support for Children and Families

Families who lose a child to violence deserve compassion, communication, and support.

Congress should support: 

* Timely communication with families during investigations.

* Access to victim advocacy resources.

 * Grief and trauma support services.

* Assistance navigating the justice system.

* Resources that help families heal after devastating loss.

3. Address Gang Recruitment and Youth Violence

We must do more to prevent young people from being pulled into violence.

 Congress should support:

* Prevention and intervention programs.

* Community partnerships focused on reducing violence.

 * Programs that provide mentorship, education, and positive opportunities.

* Efforts that help young people see a future beyond violence.

4. Improve Accountability, Transparency, and Data Collection

Communities deserve confidence that cases involving children and young victims are handled with urgency, care, and fairness.

Congress should support:

* Better national data collection on youth violence.

* Research into effective prevention strategies.

* Stronger collaboration among agencies.

* Policies that improve trust between families, communities, and institutions.

 Our Message Is Simple:

Jaleeyah “Lee Lee” Tune’s life mattered.

Every child’s life matters.

 Every family deserves answers.

Every community deserves hope.

This movement is not about division. It is about unity, prevention, accountability, and protecting the next generation.
