Implement a national pharmacare program for Canadians

The Issue

Approximately one in ten Canadians can't fill prescriptions because of the expense. The Organization for Economic Co-operation and Development has also found that Canada has the second highest per capita spending on prescription drugs in the OECD. This is because we do not have a national standard for drug coverage or purchasing in Canada. Having fragmented health-care systems results in Canadians with life-threatening illnesses being confronted with costs that can vary wildly from province to province.

By implementing a national pharmacare program  we will be able to see savings of $11.4 billion a year from decreased drugs costs and reduced administration fees (from a study commissioned by the Canadian Federation of Nurses Unions). This program would also improve access to an array of prescription drugs for all Canadians.

I am asking for people to sign this petition to ask the leaders of the three primary national parties and the Minister of Health Canada to implement a national pharmacare program in order help all Canadians, as it makes fiscal and moral sense.

Thank you for signing onto this petition advocating for a prescription drug plan for all Canadians. Every developed country in the world with a universal health care system provides prescription drug coverage, except Canada. Truly universal health care means guaranteeing that all Canadians have access to the medication they need, and the Green Party will fight to expand public health care to cover prescription medication. We will implement a National Pharmacare Plan that, through the advantage of bulk buying, will actually save Canadians $11 billion each year. It will especially benefit senior citizens, who spend the most on prescription medication, and it will allow physicians and doctors to better track if patients are at risk of dangerous over-medication. We will be far more rigorous in assessing new drug applications. We will apply the gold standard for pharmaceutical review to ensure we reject drugs shown to hurt more people than they heal. At the same time, our Pharmacare Plan will provide much needed coverage to the millions of Canadians who are forced to pay out-of-pocket for prescription medication every year. Thank you for signing the petition calling for a national pharmacare program for Canadians. Canada is the only developed country with universal health care that does not have universal prescription drug coverage, even though 90% of Canadians think Medicare should include prescription drugs. The failure of successive Liberal and Conservative governments to introduce a national pharmacare program has resulted in Canadians paying $6 billion per year out-of-pocket for prescriptions. In fact, drug costs have gone up 62% under the Conservatives. The impact on Canadians is profound: one in four Canadian households today includes someone who can’t afford to take the medications prescribed by their doctor. Only Tom Mulcair and the NDP are committed to reversing the damage Stephen Harper has done to public healthcare in Canada. We will take action on the most urgent priorities, including the high cost of prescription drugs. An NDP government will work with the provinces and territories to create a national drug plan that provides universal, comprehensive public drug coverage for all Canadians, regardless of where they live or where they work. To achieve this goal, we will deliver $2.6 billion in new federal funding, reaching $1.5 billion in annual ongoing funding by 2019. This investment has the potential to generate $3 billion in savings for the provinces and territories.
