We, the undersigned residents and concerned citizens of Baguio City, respectfully submit this petition to address the pressing issues related to bars and street fighting in our beloved city. We believe that these issues have a significant impact on the safety, well-being, and quality of life of our community. We urge the city government to take immediate and effective action to address these concerns.

 

Issues Related to Bars:

1.Proximity to Sensitive Areas:

 Many bars are located within close proximity to schools, churches, hospitals, and public buildings, violating the city's zoning ordinance2. This poses a risk to the safety and well-being of students, worshippers, patients, and the general public.

2.Noise Pollution:

Bars often operate late into the night, causing noise disturbances that affect the peace and quiet of residential areas. This disrupts the sleep and daily lives of residents living nearby.
Sanitation and Hygiene: Some bars fail to adhere to proper sanitation and hygiene standards, leading to health hazards for patrons and the surrounding community.

3.Drug Trafficking and Abuse:

There have been reports of drug trafficking and abuse occurring within certain bars, posing a serious threat to public safety and health.

4.Underage Drinking:

The lack of strict enforcement of age restrictions in bars has led to instances of underage drinking, which can have detrimental effects on the youth of our city.

Issues Related to Street Fighting:

1.Gang Violence:

 The presence of street gangs and their involvement in violent activities have created an unsafe environment for residents and visitors4. This has led to an increase in crime rates and a sense of insecurity in the community.
Public Safety: Street fighting often occurs in public areas, putting innocent bystanders at risk of harm. This endangers the lives of residents and tourists alike.

2.Property Damage:

 Street fights frequently result in damage to public and private property, leading to financial losses for property owners and the city.
Negative Impact on Tourism: Baguio City is a popular tourist destination, and incidents of street fighting can tarnish its reputation, leading to a decline in tourism and its associated economic benefits.

3.Youth Involvement:

 Many street fights involve young individuals,who are often influenced by peer pressure and a lack of positive recreational activities. This can lead to a cycle of violence and criminal behavior among the youth.

We, therefore, request the following actions:

Strict Enforcement of Zoning Ordinances: Ensure that bars comply with the city's zoning laws, particularly the distance requirements from sensitive areas.
Noise Control Measures: Implement and enforce noise control regulations to minimize disturbances caused by bars operating late at night.
