The Issue

Currently, millions of Americans who have fully completed their sentences continue to face a "shadow prison." A felony record—even for non-violent or decade-old offenses—acts as a permanent barrier to gainful employment, professional licensing, and safe housing. While many states allow for expungement or sealing, the process is often expensive, legally complex, and time-consuming. This keeps qualified, reformed individuals stuck in a cycle of poverty, which ultimately hurts our economy and community safety.

Our Proposal

We petition for the implementation of Automatic Record Sealing for individuals who have successfully completed all terms of their sentence (including parole and probation), with the following exceptions to ensure public safety:

• Exclusions: This automatic sealing would not apply to convictions for Murder, Robbery, Sexual Assault, or Child Molestation.

• The Goal: To ensure that those who have learned from their mistakes and remained law-abiding are given a genuine "clean slate" to pursue careers and provide for their families.

Why This Matters

1. Economic Growth: Removing barriers to employment allows skilled workers to re-enter the workforce, increasing tax revenue and reducing reliance on social services.

2. Reducing Recidivism: Access to stable housing and a good job are the two most significant factors in preventing a person from returning to crime.

3. Restoring Dignity: A person’s past should not define their entire future. If the justice system deems a person’s sentence "complete," the social punishment should end as well.

Call to Action

We, the undersigned, call on our legislators to pass common-sense "Clean Slate" legislation. Let us prioritize rehabilitation and human potential over permanent stigmatization.
