The Disappearance of John Bosco Kibalama
The Issue
On the 3rd day of June 2019, John Bosco Kibalama was abducted from his place of work never to be seen again to this day on the 1st of November 2023.
Days turned into months, months morphed into years. Yet, every sunrise brought with it the same chilling silence. No news. No proof of life. The question lingered like a haunting melody - where was John Bosco Kibalama?
On the 2nd day of February 2023 during the Prime Minister's time, Hon Robinah Nabanja, made a startling statement in parliament. According to her, Kibalama was not missing. Instead, he was in the hands of security officers, being questioned over an incident that involved the shooting of police officers.
In her statement, however, she said that he was abducted not arrested which raises so many questions as to why there was never an arrest warrant or court production after the arrest.
She also stated that he was arrested for killing several police officers. The question is, who are these police officers? How many are they and How are they going to get justice?
She went on to say that he is not the only one who was arrested on the day. In which case we demand to know how many people were “arrested” with him, their names and where are they now. Like Kibalama, are they also held hostage in an ungazetted place without access to a lawyer?
Finally, she stated that these other people arrested with Kibalama claimed to be attached to a rebel group called Coalition for Change.
Who is the leader of this group? What else do we know about this group? Were Kibalama and the few that he was “arrested” with the only members of this group?
We therefore demand accountability of all these people as well as Kibalama come November 6th 2023 or for the PM to resign.
Kibalama is an accountant by profession and a family man with two wives and children who have been relentless in their search for the husband and father, visiting every gazetted prison in the country, their hearts heavy with hope and despair. However, each visit failed. We all know that a whole human being cannot just vanish into thin air, so his whereabouts remain a mystery.
According to the Uganda Consitution, anyone who is deemed a suspect must be produced to the courts of law within 48 hours for their case to be read to them. This hasn’t been the case with Kibalama.
Many voices have joined in the demand for Kibalama as this is a humanitarian cause. We demand that Prime Minister Nabanja produce him in court by or on the 6th of November 2023. That she compensates him and others she is holding hostage for lost time and pain caused to their families.
The stakes are high. If she fails to do so, we as citizens of Uganda assertively demand her immediate resignation.
