Unban The Human Centipede in Australia by giving it a rating

The issue

Despite being earlier passed by Australian censors with an R rating, the Classification Review Board met to review the film - after an application from New South Wales Attorney-General Greg Smith - and made a unanimous decision of RC (Refused Classification) because "the level of depictions of violence in the film has an impact which is very high".
The film is being shown legally in other countries, so why not Australia? Shouldn't it be our right to choose whether we see it or not? We're going to see it regardless of it's legal status anyway.
