Right now, almost anyone can build and deploy an AI, autonomous, or robotic system, not just large companies running data centers. These systems are already making decisions that affect real people's jobs, safety, and rights, often with no clear rules about accountability when something goes wrong.

Existing efforts like the AI Civil Rights Act and Anti-Bias Act address outputs, stopping biased or harmful results after the fact. The AAARWAA works upstream of that: it sets baseline accountability standards for the people and institutions that build and deploy these systems in the first place, without granting the systems themselves rights or personhood.

What the AAARWAA would do is establish clear accountability for developers, deployers, and institutions using AI, autonomous, and robotic systems. This would apply across sectors such as healthcare, education, immigration, transportation, voting, defense, and more.  This will set minimum safety and stability standards, independent of whether a system runs in a data center or on someone's own hardware, addressing all loopholes. We create a foundation that governance efforts abroad (including NATO member states) can build on.
