The government's intent for the 2nd Amendment was to provide an armed militia, because there was no American standing military yet in 1789. In other words, its purpose was to protect Americans. As can be seen below, It is failing that intent.

American citizens had other reasons for wanting to have guns including hunting and self defense, but as the archive here shows, today, suicides and homicides vastly outnumber (over 20 to1) Defensive Gun Use (DGU). How many of the gun deaths shown here were of foreign/domestic enemies by 2nd Amendment militia members? Zero. 

The wording of the 2nd Amendment "well -regulated" means supervision and inspection. No legitimate military unit operates otherwise. Wide availability of guns, and guns in the wrong hands are the problem. How can guns be better controlled without confiscation or infringement on legal use? 

1. Require that all firearms, including handguns, military grade, AR-15 type weapons shotguns or rifles be kept at an armory of a military reserve unit when not being used for hunting. Each armory will have a range to allow marksmanship practice. Exceptions will be made for occupational use including police, DOJ, military, farmers and ranchers, but see # 7 below.
2. All firearm manufacturers, retailers, and owners will maintain liability insurance to compensate victims and families of those injured or killed by illegal gun use. Minimal insurance for weapons kept at armory or for sanctioned occupational use. Guns kept in the home would mean high insurance premiums and periodic inspection. High risk profiles would be uninsurable. Proof of Insurance  required for gun ownership or possession
3. Universal background checks for firearm purchases.
4. Red Flag laws - no one making threats of violence will be entitled to own, carry or transport a firearm.
5. A charge of  accessory to murder will apply to family or gun dealers who assist in providing or selling a gun to someone who has not passed a background check and who later commits murder with a gun.
6. It will be a felony for a family member, peace officer, business owner or school employee to fail to report and intercede on a threat by a known gun owner. 
7. Police will be trained in crisis management, de-escalation and non-deadly force intervention techniques to reduce reliance on firearms as a tool in law enforcement.
