Allow access to Texas HOV lanes for electric, hybrid, and alternative fuel vehicles
The Issue
The sole logic behind having High Occupancy Vehicle (HOV) lanes is to reduce carbon emission and air pollution by encouraging people to carpool together and therefore reduce the number of cars emitting harmful and toxic gases into the air.
A regular Internal Combustion Engine (ICE) vehicle can fit up to five people. HOV lanes in Texas allow vehicles with two or more passengers to pass through them. In a worst case scenario in which a car has only two passengers the carbon emissions will be cut in half and in the best case scenario with a car having five passengers carpooling together the emissions will be cut in fifth.
However, electric vehicles are known as Zero Emissions Vehicles (ZEV). Many alternative fuel vehicles are also considered ZEVs as they only emit water from their exhaust. That obviously beats even the best case scenario with a fossil fuel vehicle carrying five passengers.
This petition is to change the law to allow single rider zero emission vehicles access to Texas HOV lanes. By the same logic it can also be extended to hybrid and plug-in hybrid vehicles which emit at most half of the amount of carbon emission by an average ICE vehicle.
