Texas House Bill 3344: Establishing A Much Needed State License For Roofing Companies

The Issue

When it comes to roofing, the state of Texas is widely referred to as "the Wild West"...and for good reason. Texas is the only coastal state, and 1 of only 6 states in the entire country that does not require any sort of license or registration when it comes to something as important as replacing the roof of a home or business. A roofing company doesn't even have to have proper insurance. 

We should all find it odd and rather illogical that anyone in the profession of cutting hair or doing nails (which grow back) needs a state license...elctricians, plumbers, HVAC technicians...but the company responsible for repairing or replacing the one of the most important components of, in most cases, a consumers biggest investment, NO LICENSE-NO PROBLEM. But it is a problem, and growing year over year. 

Texas house Bill 3344, authored and carried by representative Pat Curry, aims to create a much needed standard by which not only consumer protection is created, but protection for the actual workers that are repairing and installing the roofs that we live and work under. This new accountability will give property owners the peace of mind in knowing that their risk of getting taken advantage of drastically decreases, and the installation crews (most often Hispanic migrants) being treated more fairly with less of a risk of not getting paid for work done, a problem that not a lot of people talk about, but that unfortunately runs rampant and unchecked in our industry because of this lack of accountability. 

This past week, a group of over 40 roofing company owners attended Roofing Day in Austin, where we went to the capitol and spoke to several lawmakers, educating them on the state of our industry and what we needed from them to help. Lots of great conversations, but we can't stop there...follow-up is key, which is why I created this petition. With the help of consumers, installers and business owners like yourselves, we aim to show lawmakers that a roofing license in not only need, but wanted. 

We’re not asking that every single person who swings a hammer be licensed. We’re simply asking that the business owners—the ones who hold the money, the contracts, and the liability...be held to a basic standard of accountability. Right now in Texas, it’s far too easy for a bad actor to defraud homeowners, stiff labor crews, and then disappear, only to resurface under a new name with a $49 DBA filed at the local county clerk’s office. That’s not just unethical...it’s dangerous for everyone involved.

As someone who has worked in the Texas roofing industry for over 15 years, I’ve seen firsthand how this problem has grown over the years, interacting g with countless property owners that either had a company run off with thousands of dollars and/or did such a shoddy job that they're out more money to properly repair the issue(s). As well as running our family roofing business in McKinney, Texas, I currently serve as Vice President of the Roofing Contractors Association of Texas (RCAT), so I can definitely speak to the need for meaningful reform, and it being more urgent now than ever.

I also want to bring attention to Senate Bill 1036, authored and carried by Senator Judith Zaffirini, which would establish a registration process for residential solar professionals in Texas. Like roofing, the solar industry has experienced an influx of unqualified or unscrupulous actors. SB 1036 shares the same goal as HB 3344: to protect homeowners, support legitimate businesses and promote accountability in industries that directly affect Texans’ homes and finances.

House Bill 3344 and Senate Bill 1036 are scheduled for committee..a critical first step, but in order for it to reach the floor for a full vote, they has to make it through committee...and that’s where you come in.

We need your voice. Your signature on this petition will help us demonstrate just how many Texans...homeowners, contractors, business owners, and laborers—support the simple idea of accountability in Texas roofing and across related trades. We’re not asking for red tape—we’re asking for basic protections for property owners and the hardworking crews who put roofs (and solar panels) over our heads.
