Texas Diagnostician Calls for Reform of Educator Healthcare and Disability Benefits Following Personal Medical Hardship

Houston, Texas — June 2026

After 18 years of dedicated service in Texas public education, veteran Educational Diagnostician LaShanda M. Loughridge is speaking out about the financial and administrative challenges many educators face when navigating serious medical conditions while employed by public school systems.

Loughridge recently underwent a medically necessary hysterectomy and encountered significant financial barriers despite maintaining employer-sponsored health insurance coverage. Under her insurance plan, she faced a $4,000 deductible and approximately $7,000 in coinsurance obligations before full benefits would apply. Prior to surgery, the hospital required nearly $6,000 in payment for the procedure.

“The surgery was medically necessary, yet the financial burden was overwhelming,” said Loughridge. “Without the support of family, friends, community members, and those who contributed to a fundraiser, I may not have been able to move forward with the care my physicians determined I needed.”

In addition to substantial out-of-pocket medical costs, delays in short-term disability processing resulted in nearly six weeks without income during recovery. Upon being medically cleared to return to work, Loughridge resumed her professional duties but was informed that she would need to work an entire month before a paycheck would be generated through normal payroll processing.

Compounding the hardship, employees remain responsible for their portion of health insurance premiums even during periods when no income is being received.

“This experience exposed significant gaps in the systems intended to protect educators during medical crises,” Loughridge said. “No educator should have to choose between receiving necessary medical treatment and maintaining financial stability.”

As a diagnostician who has spent nearly two decades serving students, families, and school communities throughout Texas, Loughridge is calling for policymakers, educational leaders, and benefit administrators to review current healthcare and disability practices affecting educators.

Key areas of concern include:

• High deductibles and coinsurance costs for medically necessary procedures

• Delays in disability benefit processing that leave employees without income

• Payroll structures that create extended gaps in compensation after returning to work

• Continued insurance premium obligations during periods of unpaid leave

• The growing financial strain placed on educators experiencing serious health conditions

Loughridge hopes her story will encourage broader discussions about educator healthcare affordability, disability benefit administration, and employee protections during medical leave.

“Our educators dedicate their lives to serving children,” she said. “When they face serious health challenges, they deserve systems that provide support, dignity, and financial security rather than additional hardship.”
