Every day in Texas workplaces, employees, customers, and families are at risk when a medical emergency happens and no trained responder is available. When someone stops breathing, survival drops 10% every minute without oxygen—making CPR, choking response, and rescue breathing skills critical. One trained employee isn’t enough when emergencies happen during breaks, absences, or when that one responder becomes the victim themselves.

Lives are on the line. Relying on a single CPR-certified worker creates dangerous gaps in coverage that can cost someone their life. Ensuring two CPR-trained individuals per shift means round-the-clock readiness, immediate response, and protection for everyone who walks through a workplace—employees, children, customers, and the community.

Medical emergencies are increasing, and Texas workplaces must be prepared. CPR training is affordable, accessible, and already part of many safety programs. Now is the moment to strengthen protections and close the gaps that put Texans at risk. By mandating two CPR-certified employees per shift, our state can take a simple, life-saving step that ensures no one is left unprotected when seconds matter most.
