The Issue

On July 2nd, 2025, Marchello Woodard's life was tragically cut short due to systemic failures within Erie County's probation and parole system. In the wake of his death, questions arose about the qualifications and training of the personnel responsible for supervising probationers and parolees. Many of these individuals were hired outside of the Pennsylvania Board of Probation and Parole (PBPP) processes, leaving them inadequately prepared for their critical roles.

In Erie County, both on the East and West sides, the employment of untrained probation and parole officers creates an environment where safety is compromised for both those on probation or parole and the community at large. Marchello's case is not an isolated incident but a warning of a larger systemic issue that requires immediate attention and action. The lack of proper training can lead to mishandling cases, missing crucial signs of distress or reintegration challenges, and, as in Marchello's case, can result in irreversible consequences.

We are calling for the immediate termination of all probation and parole officers in Erie County who do not meet the training and hiring standards set by the PBPP. Properly trained officers are essential in supporting rehabilitation, community safety, and the successful reintegration of formerly incarcerated individuals.
