Terminate Paranaque City's service contract with MetroWaste Inc and Reinstate Leonel!!
The Issue
THE ENTIRE POPULATION OF PARANAQUE CITY HAS BEEN APPEALING AND CALLING FOR THE TERMINATION OF THE NEWLY "AWARDED" WASTE MANAGEMENT SERVICE CONTRACT WITH METROWASTE CORPORATION., BUT ALL OUR APPEALS HAS FALLEN ON DEAF EARS, BLIND EYES, COVERED NOSE OF PARANAQUE CITY'S NEW MAYOR, ERIC OLIVAREZ.
The above statement was intentionally written in all caps to emphasize the outrage of every resident and business taxpayer in the Paranaque City.
Paranaque city welcomed 2023 with piles of uncollected garbage from the holiday festivities. On January 2, there was an announcement made online via Paranaque City CENRO FB page announcing the transition to a new waste management contractor, Metro Waste from Leonel Waste Management. Paranaquenos could have been patient and would understand the transition, but a two-week delay to get the new contractor up to speed already poses a huge sanitation issue issue and brings with it health risks in household and communities.
While it may be normal that there is periodical update in the service contractors rendering public services, it is a reality that constituents usually accept as a welcome change for the better, besides IN THE LAST 9years THAT LEONEL WAS SERVICING PARANAQUE, the people of Paranaque have all been very satisfied if not very happy with LEONEL as we saw how the city was transformed to be CLEAN AND GREEN City that the former Mayor Edwin Olivarez envisioned to revamp the city to achieve INVESTMENT GRADE status, just next to the other Metro Cities that have Central Business District in it. Paranaque City indeed was transformed to be a beautiful, clean and green city and that cannot be achieved without the systematic garbage collection system of LEONEL. Such good service may come with a price tag, but the taxpayer money that is paid to them is definitely reciprocated with good service as well as courteous service staff.
The experience with Metro Waste was a complete opposite: Metro Waste has failed to comply to the new garbage collection schedule that was released to the public. There are plenty of areas where the big trucks cannot enter the small streets. The big dump trucks of Metro Waste, despite its big size is able to collect less garbage compared to medium size compactors that Leonel had which can access more areas with small roads. So for Metro Waste to collect all of the garbage in a particular area, then multiple inefficient trips must be done, almost 24hours operations, which btw is very costly.
As the weeks went by, progress has been slow and expensive, because HOA, Barangay, CENRO personnels were forced to step up and be garbage collectors themselves, putting aside their own mandates, just so they can help to mitigate this on going garbage collection crisis.
The city council has held their own special plenary session to discuss and investigate this matter. The public learned that the Office of the Mayor gave Metro Waste a deadline of Jan 19 to be able to resolve this. As of this writing, the inefficiency persists, and the taxpaying public remain to be helpless yet already furious as to when will this end. There is a strong stench of trash in the entire city, much as how we were 9 years ago.
On Jan 24, a public hearing will have held, while not everyone will not be able to participate, we intended to be heard.
This online petition hopes to reach every Paranaqueno affected by this downgrade of quality of waste management service that we are receiving from the new contractor. We are hoping that if we are able to reach at least majority of the population, it will represent the voice of the people of the City of Paranaque, that we all want the government of the Paranaque to abolish/terminate Metro Waste as they have unsatisfactorily performed the duties that they were paid to do, to keep Paranaque Clean and Green again.
