 Dear Frederick Raya (Property Manager) and Members of the Andi Leasing Team,
 
We, the residents of Building C (4 Lucy St) and Building D (25 Jan Karski Way) hereby undersign the following petition:
 
We are concerned about the excessive noise in the community. On several occasions, fellow residents have played loud music, held parties and play loud video games after hours. These actions are in direct violation of the quiet hours policy of the Andi community 10pm to 8am.
 
Additionally, loud noise in excess of 50 decibels between the hours of 11pm and 7am is a violation of the City of Boston’s noise ordinance.
 
Noise is measured in how much pressure is created by a sound wave in units called decibels (dB). The range of decibels is from 0 to around 140 dB (Noise Free America, 2010).

AC Unit = 60 db

Further, we are concerned that the Andi Overnight Security is not properly trained to respond to noise and other security concerns. On several occasions, security has failed to respond to calls to the direct security line: 617 448 4870. Sometimes requiring up to twenty (20) phone calls to get a response.
 
Therefore, we recommend the following actions be taken to resolve the ongoing noise issues:
 
A.   Proper notice and enforcement of the quiet hours policy at the Andi Community. Sufficient notice shall include (but is not limited to) bold and visible signage in common spaces, elevators, stairwells and other areas where residents may take notice. Further, we recommend existing residents be reminded via email of the quiet hours policy, affirm their understanding of the quiet hours policy and agree to enforcement. Future residents shall affirm their understanding of the quiet hours policy and agree to enforcement.
 
B.    We recommend re-training the Overnight Security team to respond promptly and with great care and respect to security and noise concerns throughout the Andi community. This shall include (but is not limited to) the following:
 
            i.     Officers shall be required to identify themselves when engaging with members of the community.
            ii.     Officers shall agree to and affirm their understanding of a comprehensive training program developed by the Andi Leasing team, members of the Andi community and a representative of the security company.
            iii.     Officers shall agree to and affirm their understanding of Corrective Action Plans when conduct and behavior on the job deviates from what is established as a matter of policy in the comprehensive training program.
            iv.     Officers shall agree to and affirm their understanding that the comprehensive training program is a living document and all efforts will be made to ensure continuous improvement in the administration of security in the Andi community.
 
 
We look forward to working with fellow residents, Members of the Andi Community and Overnight Security establish a set of best practices, policies and resolutions to our concerns.
