Kevin Jones: The ordinance (148-15) is quite clear about the assignment of mooring space.
Your attempt to continue to bring attention to this issue is wasting citizen’s time and taxpayer money.
The “open, fair and accountable government” that you reference, actually worked in this case. It sounds like you did not get the answer that you were looking for, but it sounds like the processes worked.

Thanks for the comment, Kevin, as it allows me to explain, respectfully, how I think you, and perhaps others, are missing the point. The point is whether I get an appeal hearing before the Town Council. The Town Charter states that the Town Council has authority over Barrington waters. The Town Council delegates that authority through ordinance to the Harbor Commission and when I feel an incorrect decision has been made by that Harbor Commission, the Town Council says that I must appeal that decision to Superior Court. This is a very expensive proposition and, I believe, an abrogation of the Town Council's responsibilities of supervising the Harbor Commission. Thus my effort is not a "waste of anyone's time or money" It is an attempt to get the Town Council to do its job and not shut down a citizen's right to an appeal by imposing a punitive cost.
