Opposition to Short-Term Rentals in "Residential Use Only” Neighborhoods in Rock Hill, SC

The Issue

The Planning Commission in Rock Hill, SC held a public hearing on revising the city Zoning Ordinance and Municipal Code for Short Term Rentals on Tuesday, September 6, 2022. After hearing public comments, the Planning Commission discussed the proposed ordinance, and made recommendations to the City Council to change several key requirements in a manner that reduced the protections for people living in single-family zoned neighborhoods. If these proposed changes are adopted by City Council, then

  • Short-term rentals will be eligible to be approved in single-family zoned neighborhoods
  • Neighborhoods not protected by a Home Owner's Association (HOA) would NOT be able to deny approval for short-term rentals
  • Opens up potential for commercialization of properties by investors and corporate interests in single family zoned neighborhoods
  • Eliminates the restriction on the minimum distance between rentals and quantity of short-term rentals for a single neighborhood 

Many other communities, large and small, urban and rural, have banned short-term rentals from single family zoned neighborhoods due to nuisance issues, and Rock Hill City should too! Having strangers come and go in your neighborhood, whether it be the house next door or just down the street, may endanger you and your family, and puts your greatest investment - your home - at risk.

Tell Rock Hill City Council that you strongly prefer the prohibition of short-term rentals in single-family zoned neighborhoods, especially those neighborhoods with residential deed restrictions.
