Tell Lebanon County MPO: Prioritize a Multimodal Grant for Cornwall Center Intersection

The Issue

The intersection at Cornwall Center — where Route 419 meets Cornwall Road, Freeman Drive, Burd Coleman Road, Boyd Street, and the Lebanon Valley Rail Trail — is one of the most confusing intersections in Lebanon County. Every day, drivers, cyclists, trail users, and school traffic are forced into unsafe conflicts:

  • Drivers face unclear right-of-way, misuse of turn signals, and truck congestion.
  • Pedestrians and trail users cross directly into turning traffic at the Lebanon Valley Rail Trail’s busiest trailhead.
  • School traffic from Cornwall Elementary worsens congestion and near-misses each afternoon.
  • Crash data undercounts reality, ignoring the countless close calls and near-misses that neighbors witness daily.
  • Development pressures are compounding the issue: Cornwall Borough has seen a surge in new residential housing, while South Lebanon Township’s industrial growth has increased truck traffic on Route 419.
  • A 2016 multimodal transportation study proposed roundabouts, pedestrian signals, and bike facilities, but nothing was ever implemented. Meanwhile, traffic volumes continue to rise, worsening safety risks.

Why Now?

The Multimodal Transportation Fund (MTF) is designed to fund projects that improve safety for drivers, cyclists, pedestrians, and transit. While the 2025 application window has closed, the next round opens March 1, 2026. The Lebanon County Metropolitan Planning Organization (MPO) is an eligible applicant and can prepare and submit an application.

What We’re Asking

We call on the Lebanon County MPO to:

  1. Make Cornwall Center a priority project in its transportation planning agenda.
  2. Commit now to preparing a Multimodal Transportation Fund application for the 2026 cycle.
  3. Work with PennDOT, Cornwall Borough, and community stakeholders to build a safer, multimodal design for this intersection.

Why It Matters

This initiative aims to protect children walking home from school, ensure the safety of trail users, reduce truck conflicts, and prevent the next serious crash. Other Pennsylvania communities have successfully used multimodal grants to fix dangerous intersections — Cornwall deserves the same attention.
