Dear FDEP Representative D. Anh:
I am submitting my comments to you regarding the Georgia Pacific request for NPDES permit renewal “Permit Renewal FL0000876”.
I recommend that FDEP deny the Georgia Pacific Foley Cellulose request to relocate their wastewater discharge to the old discharge location of D-001 on the upper Fenholloway River that is contained in the “Permit Renewal FL0000876” application because it is not in the public interest.
Georgia Pacific needs to:
1) Demonstrate that they have made every reasonable effort to reestablish the pipeline easement with the property landowner before seeking any alternative discharge scenario.
2) Keep operating the #2 well to maintain a “cone of depression", which is required to keep potentially contaminated groundwater from migrating from beneath the mill site into the County residents’ drinking water supply and the aquifer.
3) Keep using the pipeline and discharge point D-002 because it is in the public interest to do so. I believe that changing the permit to allow the use of the old discharge point (D-001) will also likely undermine future community economic development.
