SWOAMPS (Subdermal Warrants Opt-In Academic, Medical, and Predictive Surveillance)
The Issue
Preamble: Given the increasing prevalence of sensor networks and sub-dermal medical and GPS implants and the scientific advancement of DNA there is an urgent need to safeguard individual privacy and autonomy. This proposal aims to establish a legal framework that ensures bioinformatics and neuromodulation cannot be used or unauthorized tracking or data exploitation without explicit consent.
Legislative Proposal:
1. Definition of Terms:
- Sub-Dermal Surveillance: Any device implanted under the skin, including but not limited to medical sensors, GPS trackers, RFID chips or DNA resonance.
- Bioinformatics and Neuromodulation Projects: Research or commercial activities involving the collection, analysis, or use of biological data.
- Tracking: The use of technology to monitor, locate, or modulate an individual.
2. Right to Privacy:
- Invisibility from Tracking: Individuals shall have the legal right to remain invisible to all forms of tracking unless they opt-in to such monitoring.
- Data Control: Any data collected from such surveillance shall be under the full control of the individual, with stringent regulations on how and when this data can be accessed by external entities.
3. Consent Mechanism:
- Opt-In System: All uses of data for tracking, advertising, or bioinformatics projects must require explicit, informed, and periodic consent from the individual.
- Revocation of Consent: Individuals can revoke consent at any time, and all tracking and data use must cease immediately upon such revocation.
4. Exceptions:
- Criminals: The rights provided by this act may be suspended for individuals legally convicted of crimes where judicial oversight determines tracking is necessary for public safety or law enforcement purposes. Such exceptions must be:

- Time-limited with regular review.
- Subject to stringent privacy protections even under surveillance.
5. Education and Public Awareness:
- Mandatory Education: This legislation will be part of the curriculum in elementary schools to educate young citizens on the rights regarding personal data and privacy.
- Public Announcements: There will be a national campaign to inform the public about:
- The right to privacy concerning surveillance.
- The implications to health, privacy, and safety.
