Swindon has a population of 224.000 people and we don't have a outdoor swimming pool. The closest outdoor swimming pool is Cirencester.. There is a clear market for it. And it will bring revenue to small businesses. If other small towns can afford outdoor  swimming pools so can Swindon!!!
