Chemical Wasteland. No Permits. No Answers. Election in 32 Days - 21 Windermere Ave. Ward 4. OUCH!

The file has moved significantly since our last update. The October 26 ward election is thirty-two days away.
On September 16, the community documented an industrial excavator actively moving materials on the open contaminated site at 8:27 in the morning. We notified the Chief Building Official at 9:09am. At 3:40 that afternoon, the City confirmed in writing that demolition cannot lawfully proceed. The excavator was still there at 5:19pm.
On September 24, we sent a comprehensive letter to City Manager Paul Johnson documenting more than forty specific written questions to City divisions that have gone unanswered since May 2026. Complete responses have been requested by October 8, 2026.
The Stage 2 Actions Report, the mandatory Council-directed assessment that must precede any redevelopment, remains unproduced. The City is seeking federal and provincial funding for a project whose financial model has never been placed on the public record.
Every candidate in the October 26 Ward 4 election will inherit this file. The incoming Councillor must re-engage the community properly and transparently from the start.

CBC News is asking Torontonians what city hall needs to get right before October 26. Take thirty seconds and tell them Swansea Mews matters. When asked what is important to you, write:
"21 Windermere Avenue (Swansea Mews) in Ward 4. TCHC demolished without permits on a contaminated site. Bagged asbestos sits adjacent to occupied homes. The City confirmed demolition cannot lawfully proceed on the same day equipment was active on site. 108 families displaced for over four years. The incoming Ward 4 Councillor inherits this file. Voters deserve to know."
