Don't let the City vote on March 25-27 to rezone 21 Windermere Avenue (Swansea Mews) without real input,  and the studies and reports that are fact based and required by law. 

Swansea Mews, a deeply rooted and beloved part of Toronto’s west end must be rebuilt as of an emergency evacuation of 110 families in May 2022.  The City says the Toronto Community Housing Corporation plan for a replacement as a shopping plaza and high rises are the future at 21 Windermere Avenue.  They've gone to great lengths to hide an alternative proposal that puts people first, despite the law saying that they must consider it.  You can contrast and compare the two visions on SwanseaMatters.com. 

SwanseaMatters.com exposes the contrived lengths the Councillor has resorted to.  The FAQ and documentation is robust.  The facts are undeniable and readily available.  TCHC haven't produced the studies and reports required by law, and thought we wouldn't notice ?    If this could happen Swansea residents, it can happen anywhere in our City.  Say no. Say it today.  We deserve the accountability that we fund!

Residents welcome rejuvenation, but not at the cost of transparency or trust.

• Only two public sessions had been held: a brief virtual meeting (Sept. 22, 2025) with a stated 55 attendees on the night, and a chaotic open house (Nov. 20, 2025) announced with only five days’ notice to those within 120 metres of the site.  It was intimidating and negligent.
• These sessions did not allow for genuine dialogue or input, rather they controlled it, or shut it down. 
• Key studies remain missing or incomplete, including a Community Impact Report, school capacity analysis, and a more comprehensive traffic study.
• Despite these gaps, the Toronto Community Housing Corporation (TCHC) and its consultant, Bousfields, have indicated that “community consultation” is completed as a Milestone.  This is false, unless you subscribe to alternative facts.  We don't!.  There is a Public Consultation Strategy Report which is also inaccurate.  All of this is critiques on SwanseaMatters , a website that shouldn't have to exist !

We fully support responsible revitalization that respects community needs and voices which is why we call on Toronto City Council, to do their job and defer any potential vote on this property until all of the requirements are met. 

• Hold additional more robust in-person town halls and virtual engagement sessions to incorporate input from both former Swansea Mews residents and current neighbourhood residents in supportive settings.
• Publish a complete Community Impact Report, covering schools, traffic, infrastructure, and local services.
• Appoint an independent facilitator to oversee the consultation and ensure transparency.

Why It Matters to every Neighbourhood and Ward in our City

Swansea Mews has always been more than a housing site — it’s a community.  As Toronto grows, planners and policymakers must work with residents, not around them. Real consultation strengthens trust, ensures better design decisions, and reflects the shared values that make our city livable and inclusive.  Alternative facts break down the fabric of trust, and erodes confidence in our public institutions.  We remain a rules based society. 

Write and call and do it today.   We welcome many more signatures to our petition to support a transparent, fair, and community-driven process for Swansea Mews and support truly inclusive development across the City. Together, we can protect neighbourhood integrity while embracing thoughtful, sustainable change.
