Suspension of Unconstitutional SANCO Regional Executive Commitee former chairperson

The Issue

We the deeply invested and concerned South African National Civic Organization (SANCO), our dismay and utter disappointment are profound with the recent gross misconduct of some of our Regional Executive Committee Members, led by our EX regional Chairperson, Cde Tshepiso Motsumi. These individuals falsely represented themselves under an unconstitutional organization known as "Chairpersons Forum," claiming to represent the branches of SANCO in the JTG region. 

Their actions on November 9, 2024, stand as an egregious violation of our constitution. It was an illicit act resulting in Tshepo Mocumi, former Chairperson of SANCO, and his supporters in this bogus structure misleading our communities for their own benefit.

Citizens of our subregion deserve transparency and legal actions from their leaders, and this contravenes the very principles our organization is built upon. It is essential to remember that SANCO was founded upon the tenets of justice, transparency, and service to the community. This disturbing event significantly undermines the core of these ideals.

To stop this from happening again and protect the integrity of our organization, we demand a thorough investigation into this matter and corresponding accountability for the parties involved. Now, more than ever, we must stand up and ensure that our representatives operate within the bounds of legality and community service. The South African National Civic Organization in the Northern Cape Province notes in dismay and utter disappointment, the recent gross misconduct of some Regional Executive Committee Members led by the regional Chairperson Cde Tshepo Motsumi who masqueraded as an unconstitutional structure known as “Chairpersons Forum” purporting to be representing the 8 branches of SANCO in the Gasegonyana subregion.

On the 09th of November 2024, these comrades engaged in an illegal and unconstitutional activity by holding a one-day “Regional General Council” (RGC) without following due processes and as a result flaunting Clause 46 of SANCO’s constitution. They even went further and elected a new REC structure and again did not follow due processes as stipulated in the constitution.

The Regional Executive Committee (REC) also notified the Provincial Executive Committee (PEC) of other transgressions that these members were executing, which were a blatant and deliberate act to bring the organization into disrepute -

- The chairperson, Cde Tshepo Motsumi, was engaged in activities without consulting and or the mandate of the REC

- He appointed a REC member (Cde Cornelius Manhe) as second regional secretary

- Cde Manhe, on instruction from Cde Motsumi, wrote letters to the local mining houses without consulting the Regional Leadership

- Engaging other stakeholders without proper consultation or mandate of the REC

- Spear-heading the formation of an unconstitutional structure called “Chairperson’s Forum”

- The formation of a parallel structure to the existing legal structure

As a result, the Provincial Working Committee (PWC) deliberated on the above gross and blatant transgression of the constitution and further resolved:

- To immediately suspend the Regional Chairperson (Cde Tshepo Motsumi) and the Deputy Regional Secretary (Cde Kenny Raseroke) until they appear before the Disciplinary Committee

- That the Regional Executive Committee must with immediate effect suspend and initiate disciplinary action against the following REC members; Cde Victoria Modungwa, Cde Pule Ethusang, Cde Kgalalelo Gaolape, and Cornelius Manhe

The PWC further resolved to inform ALL Sanco structures, its Alliance Partners, the Regional House of Traditional Affairs, as well as the business sector and other stakeholders in the JTG region, and further appeal to them to distance themselves from this illegal and unconstitutional bogus Regional Structure that was published in the local newspaper (Kathu Gazette).

The PWC also resolved to approve the recommendations of a Special REC meeting that proposed the following.

a) That the current deputy regional chairperson, Cde Ike Maleka to Act as the regional chairperson as per the constitution

b) That REC member Cde Sifanelo Vundisa act as deputy Regional Chairperson

c) That current REC member, Cde Mimmie Moetsi act as deputy regional secretary

d) That a Special RGC be approved by the PEC to facilitate the co-option of six (6) additional members to beef up the existing REC.

Therefore, the PWC fully recognizes the following structure:

1. Cde Ike Maleka – Acting Regional Chairperson

2. Cde Sifanelo Vundisa – Acting Regional Chairperson

3. Cde Benson Mothibedi – Regional Secretary

4. Cde Mimmie Moetsi – Acting deputy Regional Secretary

5. Cde Lerato Samane – Regional Treasurer

6. Cde Chales Mancwe – Regional Organizing Secretary

7. Cde Boipelo Mathe – REC member

8. Cde Pule Haai – REC member

9. Cde Kenewang Marekwa - REC member
