The Issue
THE PROBLEM
Across the United States, there is a growing body of evidence showing that misconduct inside correctional facilities is too often hidden behind false reports, incomplete documentation, and obstructed grievance systems. Investigations and official findings have revealed:
- Correctional staff falsifying records to cover up misconduct and neglect
- Failure to perform required inmate safety checks, contributing to preventable deaths
- Internal investigations that fail to interview witnesses or preserve critical evidence
At the same time, incarcerated individuals frequently lack meaningful ways to challenge these false narratives.
One such case is detailed in the sworn account of Travis E. Williams, who describes:
- Repeated false allegations by staff to justify denial of basic rights
- Retaliation for filing grievances, including property destruction and restricted reporting access
- Obstruction of the grievance system, effectively silencing complaints
- Physical harm resulting from staff ignoring documented medical restrictions
When the system that is supposed to document the truth becomes unreliable, justice becomes impossible.
HIS STORY
Travis E. Williams entered prison as an under-educated black youth shaped by the streets — but what he encountered inside was something deeper.
Upon being housed Red Onion Supermax State Prison, he was subjected to systemic ill-treatment, and witnessed countless other inmates being subjected to the same ill-treatment. But when he sought to speak out against the staff misconduct for correction and accountability, with the simultaneous support of his family on the outside speaking out as well, Travis was met with retaliation to punish, silence and deter him from speaking out any further. These acts of retaliation included but were not limited to:
- Being forced to kneel down on numerous occasions despite his medical no kneel pass
- Being deprived of out of cell activities & showers
- When pulled for out of cell activities, being subjected to having shackles deliberately placed on extremely tight to where they caused Travis pain & suffering
- Having personal property such as his tv, books, and other items damaged, while falsifying staff reports to deny the existence of such ill-treatment
These occurrences happen every day throughout all prison systems nationwide, especially to minorities. When considering the effects of mass incarceration within the black & brown communities, this desired change is an imperative step towards true prison reform.
Now, Travis is fighting not just for himself — but to expose the truth and change the system for all others.
THE SOLUTION
The Truth in Prison Staff & Administrative Reporting Act (TIPS Act) establishes clear, enforceable accountability measures, including:
- Criminal penalties for falsified reports and perjury by correctional staff
- Mandatory preservation of surveillance and body camera evidence
- Creation of an Independent Review Unit (IRU) with subpoena power
- Protection for whistleblowers who report misconduct
- Guaranteed, confidential reporting access for incarcerated individuals
- Civil remedies for victims of abuse and falsification
This legislation ensures that:
- Truth replaces cover-ups
- Accountability replaces silence
- Justice becomes possible again
WHY THIS MATTERS
Incarcerated individuals are wards of the state. That means the government has a legal and moral duty to ensure their safety, dignity, and constitutional rights.
When staff falsify reports:
- Abuse goes unpunished
- Innocent people are disciplined or harmed
- Families are left without answers
