In March 2021, Wishma Sandamari, 33 year old woman, died at the Nagoya Immigration Detention Facility without receiving any necessary medical care.
Wishma was detained at the Nagoya immigration detention facility in August 2020. Since January 2021 at the latest, she began vomiting after eating and drinking, and day by day she had difficulty taking in water and nutrition from her mouth.
The results of a urine test on February 15, 2021 indicated that Wishma had reached a state of "starvation. Wishma repeatedly asked the staff for an intravenous drip.
Around March 4 , Wishma became almost immobile and only uttered "ahs" and "uhhs" when questioned by the guard duty staff. On March 5, the guards were unable to measure Wishma's blood pressure or pulse rate, but the Nagoya Immigration Office staff still did not call an ambulance for her.
Even after she was almost unable to move, she continued to seek help and proper medical care, but she was taken from us without a single intravenous drip until the very end. At the time of her death, Wishma weighed more than 20 kilograms less than when she was first admitted.
She died on March 6 of that year.
No one has yet been accused for her death in a criminal court.

Background of the criminal complaint
On November 9, 2021, Wischma's family filed a criminal complaint against 13 persons, including those responsible for guarding the Nagoya Immigration Center, for the crime of murder. In response, on June 17, 2022, the Nagoya District Public Prosecutor's Office (hereinafter referred to as "Nagoya District Public Prosecutors Office") decided that "no suspicion was found" and the charges were dropped.
The bereaved family, who were not at all satisfied with the decision of the Public Prosecutor's Office, which did not take into consideration the fact that the 33-year-old woman, who was in good health before she was taken into custody, began to weaken and died on her bed, filed a petition for review of the non-prosecution with the Public Prosecutors Review Board on August 8, 2022.
The Public Prosecutor's Examination Board system is a system under which 11 public prosecutors selected from among the public examine the appropriateness of a prosecutor's decision not to prosecute, and was established to reflect the common sense of the general public in the duties of prosecutors and to ensure the proper administration of those duties.
The bereaved family members filed a petition for review with the committee for the Inquest of Prosecution, seeking a decision that "prosecution is appropriate" in order to have the responsibility for the death of Ms. Wishma in the immigration facility clarified, and by doing so, to prevent a similar tragedy from occurring.
No matter whether the victim is Japanese, a citizen of any nationality, or a person detained as an undocumented immigrant, everyone has the same "life.
