Support the passage of Bill 232: Autism Strategy Act in Manitoba
The Issue
On March 30, 2023, the Federal Framework on Autism Spectrum Disorder Act (Bill S-203) received Royal Assent in Canada. It mandates the federal government to establish a framework for improving access to screening, diagnosis, care, and financial supports, while promoting research, awareness, and housing/employment assistance for autistic individuals according to the Department of Justice Canada. Since then, several provinces have begun implementing their own strategies and guidelines as part of this national framework. "Manitoba is lagging behind," Cindy Lamoureux, MLA for Tyndall Park stated at the Legislative Assembly on March 17th, 2026. We need to have standards in place so our family members can get the life-long support they need, and the prevalence of autism in our province is steadily increasing. She tabled the bill the following day, and on March 19th, 2026 those present voted unanimously to pass the Bill on to committee. Let's keep this going!
A 2026 resource from Level IT Up (based on previous Public Health Agency of Canada data) estimated there could be upwards of 23,120 people with autism in Manitoba (including both youth and adults).
According to the results of the 2019 Canadian Health Survey for Children and Youth 1 in 50 (or 2.0%) Canadian children and youth aged 1 to 17 years were diagnosed with ASD.
A 2025 Government of Canada resource to support the understanding and use of autism, titled, "Understanding autism data in the Canadian Chronic Disease Surveillance System" outlined the following information: Prevalence estimates of autism in children and youth went from 1 in 714 (0.14%) in 2000–2001 to 1 in 44 (2.25%) in 2023–2024.
An article in the Canadian Journal of Public Health, titled, "Prevalence and incidence of autism in children and adolescents in Manitoba, Canada: An updated estimate using population-based administrative health data from 2011 to 2022" summarized findings as follows: " We found statistically significant year-over-year increases in both prevalence and incidence."
These numbers reflect a need for dedicated strategies and policies to support individuals with autism and their families in meaningful and comprehensive ways. Bill 232, the Autism Strategy Act, is a critical piece of provincial legislation that aims to address the growing needs of the autism community in Manitoba by implementing coordinated research, services, and support systems. It proposes the creation of a committee to oversee the implementation of autism services and ensure that these services are inclusive, evidence-based, and accessible to everyone in need.
