Why We Need the Nolan Wells Law
Justice begins with truth. Truth begins with integrity.

Every investigation, every prosecution, and every family seeking answers depends on one fundamental principle: evidence must be protected, preserved, and handled with honesty and integrity.

When evidence is intentionally altered, destroyed, concealed, falsified, or improperly handled by individuals entrusted with administering justice, the consequences can be devastating. It can prevent families from learning the truth, undermine investigations, jeopardize prosecutions, and erode public confidence in the justice system.

The Nolan Wells Law is proposed to strengthen accountability, transparency, and independent oversight whenever credible concerns arise regarding evidence handling or investigative misconduct.

The Nolan Wells Law would:
Establish stronger criminal penalties for proven intentional evidence tampering, destruction, concealment, falsification, obstruction, or other misconduct committed by public officials while acting in their official capacity. Create an independent evidence review process to examine credible allegations involving evidence misconduct, missing evidence, conflicts of interest, or compromised investigations. Require uniform evidence preservation standards, including documented chain of custody, secure evidence tracking, restricted access logs, digital preservation when appropriate, and regular independent audits.
Require officials who become aware of credible evidence misconduct to report those concerns through established oversight channels.
Strengthen whistleblower protections for individuals who report corruption, misconduct, or violations of investigative procedures in good faith.
Require independent investigations whenever a conflict of interest exists or when public confidence in an investigation has been substantially compromised.
Increase transparency and communication with victims' families by requiring timely updates, while respecting the integrity of ongoing investigations and applicable law.
Promote statewide training and certification standards for evidence collection, preservation, documentation, and investigative ethics.

This petition is not about assigning blame without evidence or prejudging any person or investigation. It is about creating stronger safeguards so that allegations of misconduct can be independently reviewed and, when wrongdoing is proven, those responsible are held accountable under the law.

No individual entrusted with protecting justice should be above accountability. Evidence should never be intentionally manipulated, hidden, destroyed, or compromised. Every victim deserves a fair investigation. Every family deserves truthful answers. Every community deserves confidence that justice is administered honestly, impartially, and transparently.
