Support the Mile High Marina Breakwater Project
The Issue
The Mile High Marina Breakwater Project will construct a new breakwater on the west and north sides of the Marina, add 90 new boat slips for rental to the public, construct a fully accessible public boardwalk on top of the breakwater (creating 1100 feet of public boardwalk over the water) and provide a southern “anchor” for the non-motorized use area which the McCall Department of Parks and Recreation desires to create on the water between the Marina and Brown’s Park. The Project will be constructed at no cost to the public. The Project has been developed and is being presented in cooperation with the McCall Department of Parks and Recreation.
Contrary to the information being disseminated by opponents of the Project, the 90 additional slips will not add 90 new boats to the Lake. A survey of the first 100 people on the Marina’s boat slip waiting list confirms that the vast majority already own boats and use their boat primarily on Payette Lake. So, the slips will alleviate the need for 90 boat owners to use the ramps to access the Lake, and the upland parking lots for their trailers and trucks.
Sam Worley, the principal Marina owner, retained the MacMillan Company to evaluate the potential impacts of the construction of the Project on the City’s water intake line, particularly the creation of “turbidity” which would introduce sediment into the City’s Intake. The MacMillan Company is an engineering and general contracting firm specializing in the design and construction of marine facilities. Their opinion is that sediments during construction will not exceed normal, naturally occurring sediments.
Sam also had the Marina’s Spill Prevention and Response Plan and its fuel supplier’s Plan subjected to independent engineering peer review by an engineer who specializes in drafting, implementing and monitoring such Plans. He concluded that, if the Plans are followed, “the water quality of Payette Lake is being responsibly protected by Mile High Marina.” As part of the processing of the Applications for the Project, the Idaho Department of Environmental Quality, Idaho Department of Fish and Game and the United States Army Corps of Engineers have all received notice of the Applications, on three separate occasions.
A Permit has been issued by the Idaho Department of Lands for the Project. The McCall Area Planning and Zoning Commission has unanimously recommended approval of the Project to the McCall City Council, in whose hands the Application now rests.
