Support Elders by signing the Katy PERRY Act:  Protecting Elder Realty for Retirement Years Act

Inspired by the current legal battle of Katy Perry and Carl Westcott, a new bill has been proposed and we ask the public for support. The story of 84-year old veteran, Carl Westcott is a groundbreaking case for Elders as well as those who suffer from severe brain diseases such as Dementia, Alzheimer’s and Huntington’s Disease. 

Carl Westcott was diagnosed with Huntington’s Disease in 2015. The disease presents symptoms aligned with Dementia but also includes involuntary movements, lack of awareness of one’s own behavior, difficulty with speech, depression, impulsivity and much more. The disease  currently does not have a cure. Westcott purchased his dream home in 2020. Only months later, Westcott underwent an intensive back surgery and while recovering, was approached with multiple offers to sell his newly purchased retirement home. The American Idol judge and pop star, Katy Perry presented an offer, which Westcott agreed to while on painkillers from surgery and medications for his disease. Several days later when Westcott stopped taking the pain medications, he realized his mistake and tried rescinding the decision but was promptly met with a lawsuit. Now in 2023, at age 84, Westcott lays bedridden in hospice and reliant on 24/7 care.. Unable to fight for Justice himself, he is relying on his family and the public to stand up for him and for all of the elderly, weak and vulnerable who may be in a similar situation. 

The Katy PERRY Act addresses the risks of elder financial abuse, especially as it relates to property and real estate sales and transfers. The Act establishes a 72 hour cool-down period during which either party involved in a contract for conveyance of a personal residence, in which one party is over the age of 75, can rescind the agreement without penalty.

America is about to witness the largest transfer of wealth in history, as parents and grandparents pass their assets to their families and future generations, with home ownership representing the largest source of wealth among families in this country. This transition creates a vast market for potential abuse targeting our vulnerable senior populations.

These senior citizens, who have contributed immeasurably to our communities, are at an increased risk of falling victim to bad actors.. For families, the exploitation of a loved one often carries legal, financial, as well as personal and mental health impacts that can last for years.

To prevent wide-scale problems in the real estate market, we ask that you pledge your commitment to introducing and supporting legislation that addresses the risks of elder financial abuse, especially as it relates to property and real estate sales and transfers. This Act ensures that our constituents and their loved ones can enjoy their golden years with peace of mind and security. The time is now!
