Support the Homeless in Winter: Advoacy for Homelessness Trust Fund Act (A3360)

The Issue

Why this matters:
Homelessness is increasing across New Jersey, especially during winter months when individuals and families face dangerous conditions without adequate shelter. At the same time, cuts to essential services have made it harder for low-income populations to access housing, healthcare, and food.

What the Act does:
The Municipal Homelessness Trust Fund Act (A3360) allows local governments to take action by:

  • Creating municipal homelessness trust funds to address local housing needs
  • Funding the construction, rehabilitation, and preservation of affordable housing
  • Providing rental assistance vouchers to help individuals and families secure housing
  • Supporting essential services (healthcare access, case management, etc.) to maintain housing stability
  • Expanding prevention programs to stop homelessness before it starts
  • Ensuring funds go to evidence-based programs that reduce homelessness and save public costs over time
  • Supporting long-term housing solutions with lasting affordability (30+ years)
