(c) Local governments shall not use resources to hold or detain individuals based solely on their immigration status, unless the individual poses an immediate risk to public safety due to their involvement in serious criminal activity.
Section 3: Exception for National Security and Serious Criminal Activities
(a) Nothing in this Act shall prohibit local government cooperation with federal authorities in cases where federal law enforcement activities are directly related to national security or serious criminal activities, such as human trafficking, organized crime, or terrorism.
(b) Local governments may cooperate with federal authorities in situations where an individual is suspected of being involved in serious criminal activity that poses an immediate risk to public safety, such as violent crime or terrorism, regardless of their immigration status.
Section 4: Fiscal Responsibility and Local Control

Section 9: Severability
If any provision of this Act or its application to any person or circumstance is held invalid, the remainder of the Act, including the application of such provisions to other persons or circumstances, shall not be affected.

This Act shall take effect immediately upon its passage and approval, or as otherwise provided by law.
