Support the establishment of the City of North Caloocan
The Issue
North Caloocan has more than one million residents. We are bigger than many existing cities in Metro Manila, yet our services, roads, hospitals, schools, and infrastructure do not match our population. For many years, North Caloocan has grown, but the support we receive has not kept up.
A bill has already been drafted and submitted to Congress to create the City of North Caloocan. This petition is for residents who want better services, fair funding, and a more focused local government.
Why We Need Our Own City
1. Fair share of the national budget
Right now, the entire city shares one budget. North Caloocan only gets a portion of it.
If we become a city, we get our own Internal Revenue Allotment (IRA), which means billions more for our own schools, hospitals, roads, livelihood programs, and social services.
2. Faster services and clearer accountability
North Caloocan is physically far from the city hall and main offices.
Because of this distance, services like emergency response, health programs, road repairs, sanitation, and waste management are often delayed.
A separate city government will focus only on North Caloocan, making services faster and more accessible.
3. Better planning and infrastructure
We have the population and land to support big developments, but we lack proper planning and dedicated investment.
As a city, North Caloocan can create:
• Better transport systems
• Modernized health facilities
• Improved schools
• More job opportunities
• Long-term urban development
Cityhood gives us the power to plan our future properly.
4. More jobs and investments
Investors prefer cities with clear zoning, stable policies, and focused leadership.
Becoming a city means more businesses, more jobs, and more economic growth specifically for the north.
Legal Basis
This petition supports the bill based on:
• Article X of the Constitution on local autonomy
• The Local Government Code
• Republic Act 11683 (cityhood requirements)
These laws give Congress the authority to create new cities when population, income, and territory requirements are met.
