Bill No. 120-31, the "Coral Reef Protection Act" was introduced by Vice Speaker Benjamin Cruz to protect Guam's coral reefs from reckless behavior of marine vessels. If Bill No. 120-31 is enacted, it would allow for the recovery of damages and the assessment of civil penalties for the damage.
