Support the Affordable Seniors Housing Project at 340 St. Clements
The Issue
We are writing in support of the proposed 6-storey, 54-unit residential building at 340 St. Clements Avenue, designed to provide affordable, independent housing for seniors in our community — including a commitment that 20% of all units will be offered through the City of Toronto's ARRCHI affordable housing program for a duration of 40 years.
Toronto is facing a well-documented shortage of affordable housing, and seniors are among the residents hit hardest by rising rents and limited housing options. This project responds directly to that need, offering secure, independent living with optional on-site support, in a highly walkable, transit-rich location — a 10-minute walk from the Avenue-Eglinton LRT station and within walking distance of shops and amenities on Eglinton Avenue and Yonge Street.
A few reasons this project deserves support:
- It includes meaningful, long-term affordability. 20% of units will be offered through the City's ARRCHI program, with that affordability locked in for 40 years — a substantial, lasting commitment to housing seniors who need it most.
- It's built for independent senior living. Units are designed for seniors to age in place, with additional support services available on site — without compromising residents' independence.
- It's a major transit hub, and that's exactly where housing should go. The site is a short walk from the Avenue-Eglinton LRT station and served by multiple bus routes along Avenue Road. Building affordable housing here supports walkable, transit-oriented city-building instead of car-dependent sprawl — reducing reliance on driving rather than encouraging it. A dedicated car-share program further reinforces this approach.
- It's designed with sustainability as a priority. The project is targeting Tier 4 of the National Energy Code of Canada for Buildings — a 60–75% improvement in energy efficiency over baseline construction — using ground source geothermal heating, with the potential to serve as a pathway to Net Zero Energy Ready performance.
- It's appropriately scaled for the corridor and complies with the City's Major Streets BY-LAW 608-2024. Avenue Road is a major arterial road identified for additional density, and a 6-storey building with 54 units meets the requirements of the Major Streets bylaw — a modest, contextual response, not an outlier.
- Senior residents generate less traffic, not more. Seniors' housing typically has lower car ownership and trip generation than family or general-occupancy housing of the same size, and a transit-connected location with car-share access reinforces that lower-car lifestyle.
- It strengthens the local community. New residents support nearby shops, services, and amenities, and well-designed seniors' housing helps keep aging community members close to family, friends, and the neighbourhood they already know.
- Parking, loading, and waste management have already been addressed. These concerns were raised and discussed through multiple consultation meetings with the City, resulting in site and building management plans the City is satisfied with — not open questions standing in the way of approval.
We ask the Committee of Adjustment (North York) to support this application and recognize the value this project brings to our neighbourhood and to the broader effort to create more affordable, sustainable housing in Toronto.
