The Issue

Our society has progressed significantly in acknowledging the detrimental impacts of domestic abuse on humans. However, our companion animals, too often the silent victims, are largely overlooked in this conversation. 

90% of households experiencing domestic abuse in England and Wales reported that animals were also abused by the perpetrators. In 12% of these households, the pet was killed.

As it currently stands, gaps in family law mean that abusers can cause harm to family pets, use pets to coerce and control their victims, and prevent victims from leaving abusive environments. 

Ruby's Law aims to correct this oversight by seeking amendments to the existing family law in England and Wales, in order to provide explicit protection to pets in households affected by domestic abuse.

The legal safeguards we propose not only recognises the rights of these animals, but also the complex interplay between intimate partner violence and animal abuse. It aims to help survivors by ensuring they aren't forced to leave their pets behind, a factor that reportedly prevents 48% of victims from escaping their abusive situations (Carlisle-Frank et al, 2004).
