Our beloved community of Mamelodi East Ward 15 & 16, known as the Ext 4 River-Stream Community, is in crisis. Frequent power outages, load reduction, and prolonged blackouts are devastating our daily lives. Our local businesses are bleeding money, our schools are disrupted, our food spoils, and our families are left in the dark. We deserve a stable, reliable, and sustainable energy solution.
We cannot wait for the national grid to fix itself. We have a real, workable solution right on our doorstep, but we need your voice to unlock it.
The Project: A Solar Mini-Grid for the Community
This petition calls on the City of Tshwane and the University of Pretoria to formally approve a collaborative, Tripartite Clean Energy Pilot Framework.
Instead of waiting for individual household installations, this project introduces a Solar Mini-Grid Wheeling model:
Where it will be built: A secure, high-capacity Solar Power Plant and Battery Storage facility will be established at the University of Pretoria (UP) Mamelodi Campus.
How it works (Wheeling): Clean power will be generated safely at the UP campus and fed directly into the existing City of Tshwane (CoT) electricity infrastructure. The city will then "wheel" (route) this stable power straight into our neighborhood lines. No messy construction or new poles are required in your yard.
Transparent Governance & Partnership
To eliminate risk and ensure accountability, the project operates under a strict four-way governance model:
The Community (Us): We provide the demand and grassroots backing to justify the infrastructure.
City of Tshwane (CoT): Manages the local grid, handles the technical distribution, and ensures municipal regulatory compliance.
University of Pretoria (UP): Provides the secure land footprint for the solar installation and provides academic oversight and data validation.
ZLN Mondustries (ZLN): A local, youth-owned energy developer incubated right here at the UP Mamelodi Business Hub. They will design, build, and maintain the system under strict performance targets.
