The Issue

We, the undersigned residents of Claremont, respectfully urge the Claremont City Council to take action to help residents protect their homes and pets from coyotes. Coyote attacks on pets, including fatal incidents in residential backyards, are increasing in frequency. Residents currently bear the full cost of protecting their homes and animals, often with inadequate tools due to outdated ordinances and the absence of City financial support. 

Coyotes are part of our Southern California environment, but residents need practical tools to coexist with them more safely. We are asking the City Council to direct staff to evaluate and formally consider two policy reforms:

Reform 1: Fence Height Ordinance Amendment

Amend Claremont's residential zoning code to:

  • Allow rear- and side-yard fences up to 8 feet in height as-of-right, without a variance
  • Explicitly permit coyote rollers, fence extenders, and outward-angled toppers as approved accessories
  • Publish City guidance on approved fence modification designs for resident use

Reform 2: Coyote Deterrent Rebate Program

Establish a City-administered rebate program that:

  • Reimburses residents 50% of the cost (up to $400 per household) for approved coyote deterrent installations including rollers, fence extenders, and motion-activated deterrent lighting
  • Prioritizes households in high-incident neighborhoods and lower-income residents
  • An initial budget of $75,000 from the General Fund, with supplemental applications to CDFW Urban Wildlife Interaction Program and other available state grants

These are practical steps that would give residents better tools to protect their families, pets, and properties while supporting safer coexistence with local wildlife. We respectfully request that the Council direct staff to prepare a formal evaluation and return to Council with a timeline and recommendation within this calendar year 2026.
