The Issue
Petition: Secure Enclosed Dog Exercise Area at Mile End Park
We, the undersigned residents and park users of Tower Hamlets, are calling on the London Borough of Tower Hamlets to install a secure, enclosed dog exercise area within Mile End Park for legally registered restricted breeds, including XL Bully type dogs.
Under current UK legislation, including the Dangerous Dogs Act 1991 and recent updates, owners of certain breeds must keep their dogs on a lead and muzzled at all times in public. While we support public safety, these restrictions make it extremely difficult for responsible owners to provide safe, adequate exercise for their dogs.
Currently, there are very few suitable enclosed facilities available locally. Existing secure dog fields are often located far outside Tower Hamlets, making regular access difficult—especially for those without private transport.
At the same time, many residents regularly experience issues with dogs being exercised off-lead without proper recall in shared park spaces. This creates risks for all dogs and owners, including those who are fully compliant with the law. Some compliant owners have experienced incidents and attacks despite acting responsibly.
A secure, enclosed dog exercise area at Mile End Park would:
Improve public safety by reducing uncontrolled interactions
Support responsible dog ownership and legal compliance
Provide a safe space for controlled off-lead exercise
Improve animal welfare and mental wellbeing
Reduce conflict and anxiety among park users
We urge the Council to consider this proposal and engage with the community to deliver a fair, safe, and practical solution for all residents.
