The Issue
Petition Statement:
Puerto Rican veterans have dedicated their lives to protecting our freedoms. Yet, when they want to return to their homeland, they face overwhelming financial hurdles that make this journey a burden instead of a homecoming. We’re calling on the government of Puerto Rico to eliminate the excessive costs and bureaucratic barriers imposed on veterans bringing personal vehicles and belongings to the island.
Why This Matters:
Imagine a veteran, after years of service, being asked to pay thousands of dollars just to bring their car and essential belongings home. Here’s the reality for many Puerto Rican veterans returning to the island:
• A veteran bringing back a vehicle valued at $20,000 faces an import tax of $5,770.99—that’s nearly 30% of the vehicle’s value.
• For a vehicle valued at $6,500, the import tax is around $1,824.67, or 28% of its value.
• Additionally, veterans must pay registration fees ($100), inspection fees ($20), and mandatory insurance ($100) per vehicle. Altogether, this means a returning veteran could face costs exceeding $8,000 just to bring two family vehicles home.
These fees are far higher than in most U.S. states, where veterans often receive exemptions or minimal charges for personal property brought back from service. Puerto Rico, however, places no such exemptions on veterans, treating their essential property as luxury imports. Beyond the financial burden, veterans face extensive paperwork, inspections, and the limit of importing only one tax-free vehicle.
What We’re Asking For:
1. Reduction or Elimination of Excessive Fees: Lower or remove the high import taxes on vehicles and essential goods for returning veterans.
2. Streamlined Processes: Simplify the customs and registration process, cutting down on redundant paperwork and delays.
3. Veterans-Specific Protections: Offer veterans reduced rates, tax exemptions, and services to ensure a smooth transition back to Puerto Rico.
