In January 2024, the NYS Office of Children and Family Services (OCFS) Interstate Compact for the Placement of Children (ICPC) issued a letter changing the rules for bringing an adoptive child across state lines and home to NY. NY state already has the most restrictive adoption laws, making it difficult for New Yorkers to pursue adoption in the first instance. This new policy adds another disastrous barrier for those trying to make an adoption plan with an out of state birth mother. The new policy, which also covers birth mothers in New York, provides that financial help can only be made 60 days before the baby is born and 30 days after birth, severely hindering the financial and emotional support and assistance for the birth mothers and their unborn children at their most crucial time of need and pre-natal development.

In response to this, we have come together to form and announce the New York Adoption Coalition (NYAC) - a body of adoptive families, birth families, adoption professionals and allies - united in our mission to roll back New York's punitive stance and policies around the adoption process. 

NYAC has contacted NY State Governor Hochul, along with various NY State Legislators, as we have implored them to immediately reevaluate their position and support families hoping to be blessed by the miracle of adoption. The response, to date, has been deafening silence. 

Please add your voice to this Petition and help ensure that NY is a great place not only to raise a family but to BUILD a family. Help us ensure that NY is not discounted as a place where children within the adoption triad can find a permanent, loving, forever family. Help us amplify the voices of the NYAC and show the Governor how many adoptive families, professionals and allies are against this new policy and how loud our voices can be.
