Support Map 3: A Stronger Future for All Three Dublin High Schools

The Issue

As parents, students, and community members we stand in support of Map 3 for Dublin City Schools. It is the only Map that excels in utilization, diversity, feeder patterns, transportation efficiency, and has equivalent outcomes for proximity and contiguity.

RESIDENTS FROM THOMAS ELEMENTARY, INDIAN RUN ELEMENTARY, SELLS MIDDLE SCHOOL, DEER RUN ELEMENTARY & GRIZZELL MIDDLE SCHOOL WILL BE IMPACTED!! PLEASE SIGN!!! 

Below you will find the information supporting each of the 8 criteria:

Balanced Utilization: ( only map 3 accomplishes )

Map 1 has Scioto swinging from the most under utilized to the most over utilized school. Looking at current year, 5 yr, and 10 yr projections. Only 4 of 9 utilization categories fall in the green with this plan. 

Obvious winner, map 3.  It places 7 out of 9 utilization marks in the green. The only over and under utilization that occurs is at the 10 year mark ( which map 1 also shows an over and under utilization at this mark). Map 3 is superior for the immediate future, the 5 year mark, and same results as map 1 at the 10 year mark.

Diversity: ( only map 3 accomplishes)

Map 3 is the ONLY map that works to balance the already huge inequality between our 3 high schools. It is the ONLY map that actually lowers the total % of children on free and reduced lunch across all 3 schools.

 
Map 1 drops Coffman by 15%, Jerome stays the same, and Scioto increases by 1%. But this 1% is incredibly misleading because Scioto is the ONLY school whose enrollment numbers increase drastically!! ( Jerome loses enrollment in all scenarios, Coffman’s enrollment only decreases 100 or increases 60, Scioto increase from 358-622. 

 
So for Scioto to increase by 1% while also picking up 622 new students means 319 of those students are on free/reduced lunch. That’s 51% of the new proposed student body with option 1!!!

 
We already know Scioto struggles the most with economically disadvantaged student body population. Scioto “ leads” the district in this category. Why would Dublin not take this opportunity to help balance the 3 schools as map 3 would do. Map 1 is cruel to continue to deliberately concentrate the economically disadvantaged kids at Scioto. It also seems dismissive to only have diversity listed as one category when it also leads to lower performance indexes and lower fundraising to support our school extra curricular activities. Two additional areas that have a huge impact on our student body population but aren’t even being taken into consideration or simply being lumped under diversity. 

Proximity: ( similar outcome)

Fact: Drive times are going to increase. If everyone continues to go to their closest school, then we wouldn’t be redistricting. These communities need to accept a few minutes may be added. I’ve map-quested drive times for neighborhoods impacted. Map 1 and map 3 actually offer balanced impacts. In both scenarios 2-4 minutes on average were added regardless of which neighborhood you pulled from.

Leaves this point moot as it’s equal outcomes to both areas being impacted. 

Transportation Efficiency: (only map 3 achieves)

Map 3 moves the LEAST amount of kids. Precisely 351 kids less than map 1 and 690 kids less than map 2. This will allow the least amount of impact to new transportation routes.

Safety:

Map 3 balances schools in a way that ensures safer travel routes, prevents overcrowding, and promotes fair access to secure facilities. We are fortunate to have many opportunities to cross the river at Hayden Run Rd, Emerald Pkwy, Glick Rd, and Bridge Street. No traffic/transit studies or bus routing analysis have been conducted to date that would provide information needed to provide one option is safer/less congested than the other. Residents will have to cross the river regardless of which map is selected and have multiple outlets to arrive safely to schools offering equal opportunities for map 1 or 3. 

Growth Accommodation:

With all 3 schools under 100% capacity, Map 3 has a good initial and 5-year utilization balance. None of the maps support a positive 10 year utilization plan. Columbus’s Zone In initiative now allows 7, and in some areas 10 story multi family units to be built along the Bethel and Sawmill Rd corridor within the Dublin School Boundaries. These areas will be districted to Scioto High Schools which will already be at max capacity under Map 1 next year. 

Feeder Patterns: (only map 3 accomplishes )

Map 3 offers the only win in this category. It splits fewer middle schools, and does so more equitably.  It’s the ONLY option that moves another one of our middle schools (Karrer) to 100% feeding pattern. It also is the only option that offers the most balanced splits between the remaining other 2 middle schools. ( Map 1 places Sells at 19/81% presenting the highest imbalanced split). At the elementary level, Scottish Corners and Wyandott benefit with map 3 by no longer splitting High Schools.

 
Contiguity: ( accomplished by both)

Both options reflect touching borders. Map 3 looks misleading with the wright pocket on their own but that’s due to the airport being in the middle. 

 Moot point as contiguity is accomplished by both.

I live in Bristol Commons, so this would impact my family. I fully understand the gravity of the situation from a personal and professional perspective. Having been through several redistricting processes, I have always entrusted the superintendent to establish and execute a fair process. Despite the events of the past week, I expect Dr. M to ensure all eight criterias are used when making a final decision. I will continue to hold that standard to this process.
