We support and explicitly request that the Board of Commissioners adopt the changes put forth by Walker Road Solar.  After well over a year of community input, time, and resources, Clinton County has come within inches of a solar facilities ordinance that would allow landowners to maintain their property rights while respecting the wishes of neighbors and others.  Constraints remain in the ordinances that restrict sustainable economic opportunity for the citizens of Clinton County and the land owners.  A 300-foot setback from occupied residences on non-participating properties is a reasonable measure. We propose reducing setbacks near roads and uninhabitable property lines to 50 feet, with no setbacks required between participating properties. This revision will maximize land utilization, reduce solar sprawl, and establish acceptable visual impact on non-participating residences.
